DESCRIPTION OF INCIDENT:

I was biking home after work, I left at 12:30AM. I work on 18th near
Guererro St. There was a red light that I stopped at looked both ways
twice then went through because at that hour I feel its in my best
interest to keep moving being I am a woman riding a bike late at
night. Apparently there was an officer behind me who felt it was his
duty to stop me after I turned on Lexington. I continued to bike
towards the curb because I was under the impression when the lights
and siren went on he may be after bigger & badder criminals. So I
stopped and pulled over on the corner of Lexington & 19th. With his
lights going he stopped next to me and quesitioned me about running a
red light. I explained to him how I felt safer on the move at this
hour of night, not stopped at a red light where I spotted a man
relieving and exposing himself on the same block and I asked way
didn't he do something about the laws that man was abusing. He said he
only saw what was in front of him. And he continued to question me
about the laws of the road. At this point I was in shock that a police
officer was pulling me over for running a red light at 12:30 at night
on a thursday night. Explaining over and over how I am more concerned
for my well being then the laws of traffic at this hour. He would not
let up so I asked if he was going to ticket me and he would go on
again. I said I rather you give me a ticket for running that light
then me being grabbed, robbed, mugged, or raped because I stopped at a
red light and couldn't get away. I continued and said this was the
first time in years of living and working in this neighborhood that
I've seen a cop at this hour but I've heard plenty of gun shots.

I could go on I felt harassed and I certainly don't feel any safer
biking if I have to stop at every light. Public transportation barely
exists at that hour, I don't have a car, and cabs barely exist and
cost lots of money. I want to file a complaint.
