Dangerous Tunnel in North Hollywood, CA and Cruel/Insensitive Driver

FULL DESCRIPTION OF WHAT HAPPENED IN YOUR OWN WORDS:

I was riding my bike through this tunnel.  I was riding on a sidewalk on the
left side of the street going westbound.  The sidewalk is very narrow and and
there are recesses in the wall about the size of a fire extinguisher recess
every few feet, like every 20 feet or so.  A bus drove past me really quickly
and as I braced for it my handle caught in one of these recesses and I lost
control and tumbled out into the street.  I could have easily been run over,
but thanks to my cat-like reflexes I rolled out of the street just in time to
avoid a mini-van that was barreling down on me.  The driver stopped long enough
to see that I was standing and there was no injury to her vehicle and then
drove away, leaving me stranded and in shock.  The bitch didn't even offer me a
ride.  I was too dazed and glad to be alive to even think of getting her
license plate number or blaming her for driving to fast and not swerving in to
the other lane, or the city for making the lane so narrow and !
 putting those ridiculous holes in the walls.  I have no idea what they're
there for.  Anyway, I'm fine.  My only injury is a little scrape on the knee,
which I managed to get without even ripping my tights.

I have done nothing.  Since I didn't get any information on this woman Is there
anything I can do?  Can I sue the city?  Even if I did what for?  The bike?  My
terror?  Losing a day of work sue to hysterics?
